All children and young people should be encouraged to discuss their substance use with their parents or carers as they have a valuable role in supporting the child or young person. Children and young people who refuse to inform parents and carers should not have their confidentiality breached unless there is a child protection concern, or if you have delegated authority to act in loco parentis.
However, if you believe the child or young person’s welfare will be jeopardised, and they are likely to be placed at risk of harm due to the response of a parent or carer to disclosure of substance use, you may wish to exercise discretion. Discuss with Line Manager (Foster Carers discuss with their Supervising Social Worker and the child’s Social Worker) and follow procedures (see Appendix 2,section 5 in U&S policy).
9.1. Substance Using Parents or Carers
Workers may find themselves in a situation where it becomes apparent that the child or young person’s parents or carers are using substances. Where action is needed to safeguard a child or young person or promote their welfare as a result of their parent or carer's substance use, workers should conduct a full assessment of risk based on the Assessment Framework Triangle.
For more detailed information relating to parent or carer use, workers are advised to refer to the detailed guidance given in the Alcohol and Drug Misusing Parents: Practice Guidance for all agencies – 2003 as referenced in Appendix 2.1 and also see Appendix 2.3 of the U&S policy.
All children, young people, parents and carers who are contacted should have access to a copy of the NCC and DAAT U&S Policy. They should be given knowledge and understanding of the policy and its implications.
