Committees allow Councillors to concentrate on specific areas of the Councils work.
The Law says that certain matters cannot be dealt with by Cabinet, and have to be considered seperately in specialist commitees:

| Appeals Committee | Employment appeals and customer complaints |
| Pensions Committee | Matters relating to the Council’s Pensions Fund |
| Standards Committee | Conduct, standards and complaints |
| Personnel Committee | Corporate personnel issues |
| Audit Committee | Financial and audit issues |
| Administration Committee | Travel and conferences, appointments to outside bodies, hospitality, electoral issues and matters relating to elections and services for councillors |
| Senior Staffing Sub-Committee | Appointment of the chief executive and the heads of departments |
| Rights of Way Committee | Public rights of way, cycle tracks, gating orders, common land and town or village greens |
These areas of the Council's work are also referred to as 'regulatory, corporate and ethical functions'.
Four committees scrutinise the council's decisions, policies, and services. These are:-
- Overview Committee
- Communities and the Environment Standing Committee
- Education Standing Committee
- Health and Wellbeing Standing Committee
This is known as 'scrutiny'.
