Project CIVIC (Cultural and Industrial Values In Change) was a two-year (2005-2006) joint project between Jokkmokk, Sweden and Mansfield, Nottinghamshire, funded by European Union Article 6 Funding.  The project aimed to develop and introduce a system for continuous improvement of our community, based on the theory and values of Total Quality Management (TQM) and the application of TQM tools.

Project CIVIC has created novel ways of ‘adding value’ to support communities to manage change, by adding together community development values and quality management values. These two sets of values have been combined to underpin the production of a range of quality tools for communities to use.

Support with quality improvement can be given to new and established groups by the Mansfield Community Development Project as part of its commitment to developing sustainable communities through Community Development. This Guide offers some ideas, activities and case studies, with concrete examples, to support those seeking to manage social change in their own community.  Because each and every community is unique it is impossible to provide a step-by-step ‘recipe book’ that guarantees the same result every time the instructions are followed.  Instead, this Guide calls attention to some of the methodologies and tools used and some of the issues arising from Project CIVIC, so that you may benefit from our experiences.
