Post: Bursar
Duties and responsibilities: The post holder will take a lead role in the planning, development, design, organisation and monitoring of support services, including administrative procedures, ICT facilities, reprographics and communication systems.
Finance Management: The postholder will be expected to use all Authority-standard computer hardware and software packages where appropriate. Specific responsibilities include:
- Plan, prepare, monitor and evaluate the annual school budget in consultation with the Head Teacher.
- Working in liaison with Governors, Head or other members of the school management team in the setting and apportionment of the Annual Budget for the coming year.
- Providing the school management team with a range of financial and budgetary information as required, ensuring that these do not exceed overall budgetary allocation.
- Responsibility for ensuring accurate monitoring of budgetary expenditure throughout the year.
- Responsibility for compiling and returning statistical information as required for County Hall, DfES, etc
- Operating the schools financial procedures in accordance with statutory guidelines, Financial Regulations, School and Education Departmental Policy and Practice.
- Responsibility for the implementation and development of new and revised financial accounting systems in line with current and locally agreed policies.
- Responsibility for maintaining the computerised Financial System in line with current and locally agreed policies.
- accurate recording data relating to the ordering, scheduling, receipting and payment of goods and services, ensuring that financial deadlines are met.
- input/output of data and production of associated reports.
- monthly reconciliation of school accounting system to County Hall mainframe accounts including the detection and correction of errors.
- managing the administration of income into the school budget.
- Responsibility for collecting and reconciling school monies.
- Overseeing the management of the imprest petty cash account.
- Responsibility for ensuring the management of the School Fund account.
Personnel Management:
- Ensuring the provision of clerical support including typing/word processing, reprographics and filing.
- Responsibility for ensuring that an effective reception and switchboard service is provided.
- Supporting Governing Body Committees, including typing and distribution of minutes etc.
- Lead on Human Resource management matters including recruitment, induction, performance management and participate in training and other development activities in line with current and locally agreed policies.
- Responsibility for maintenance of staff absence and insurance schemes in line with current and locally agreed policies.
- Ensure supply cover is arranged for absent staff.
- Ensure staff returns are completed and reconciling queries
Premises Management:
- Responsibility for establishing contacts with a variety of outside suppliers of goods or services, the receipting of goods and invoice processing in co-operation with the Site Manager/Caretaker.
- Advise the Head Teacher on the procurement, management and audit of resources in co-operation with the Site Manager/Caretaker.
- Manage facilities including use of premises and associated income, general building works and projects.
- Manage appropriate service contracts, level agreements and school licences and insurance
Health and Safety Management:
- Ensure risk Assessments are completed by the appropriate person.
- Preparation and carrying out plans in response to risk assessment
- Ensuring that Health and Safety Policies are in line with current NCC policies
General:
- Ensure there is provision/support for Liaising with staff for organising school visits, camps and extra curricular activities.
- Ensure there is provision/support for Liaising with the appropriate agencies in relation to pupil welfare.
- Understand the implications of the Data Protection act and other legislation and to ensure that there is provision to maintain confidentiality of records and information.
- Responsibility for administering schools admissions procedures and accurately maintaining the pupil related information system.
- Produce and respond to complex correspondence
- Contribute to the overall aims and targets of the school, take initiative to establish constructive relationships with other agencies.
Undertaking any other duties which may reasonably be regarded as within the nature of the duties and responsibilities/grade of the post as defined, subject to the proviso that normally any changes of a permanent nature shall be incorporated into the job description in specific terms.
