Waste Core Strategy - Proposed Submission
The Waste Core Strategy has been through several stages of consultation and between July and September 2011 we asked for your views on our preferred approach.
Following on from this we have now produced a draft Waste Core Strategy that will be submitted to the Secretary of State later this year. This will be followed by an Independent Examination by a Planning Inspector to decide whether or not it is sound.
Before we submit, you have an opportunity to make your formal representations on our proposals. These can either be in support of, or objecting to, any part of the strategy.
The Inspector will look at the overall 'soundness' of the plan. He or she will check to make sure that the correct legal procedures have been followed and will also consider the plan against three tests of 'soundness' which are:
- Justified - is the plan founded on robust and credible evidence base, the most appropriate strategy when considered against the reasonable alternatives?
- Effective - is the Plan deliverable, flexible and able to be monitored?
- and is it consistent with National Policy?
At this stage all representations must therefore relate to at least one of these tests of soundness.

All representations must include your name and address and state clearly which part of the draft strategy it relates to. If you are objecting, please state how and why you would like the strategy to be changed. The consultation will close on 30 April 2012.
New National Planning Policy Framework
The Government has recently published a new National Planning Policy Framework which draws together and replaces previous national policy on issues such as Green Belt, transport, housing, employment, biodiversity and heritage.
This does not affect existing national policy on waste which continues to be set out in Planning Policy Statement 10 : Planning for Sustainable Waste management, and its companion guide.
